The Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, President-elect, and Congress on November 26, 2008. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This volume documents the scenario-testing process used by the Vision Working Group and includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. Results revealed that each of the five major findings improved the performance of the current national security system, but, on the whole, the findings concluded that the national security system was at risk of failure and needed serious reform. The work of the Vision Working Group has led to the formulation of an additional recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center.

The increased military employment of remotely operated aerial vehicles, also known as drones, has raised a wide variety of important ethical questions, concerns, and challenges. Many of these have not yet received the serious scholarly examination such worries rightly demand. This volume attempts to fill that gap through sustained analysis of a wide range of specific moral issues that arise from this new form of killing by remote control. Many, for example, are troubled by the impact that killing through the mediated mechanisms of a drone half a world away has on the pilots who fly them. What happens to concepts such as bravery and courage when a war-fighter controlling a drone is never exposed to any physical danger? This dramatic shift in risk also creates conditions of extreme asymmetry between those who wage war and those they fight. The Vision for Water and Nature is the "environment and ecosystems" component of the World Water Vision exercise of the World Water Council. It represents the first meaningful attempt to fully integrate environment issues into the development of a comprehensive strategy for water resource management at the global level. The vision was developed by IUCN through an extensive consultation effort based on three thematic workshops on freshwater ecosystem management and social, economic and environmental security, respectively. Instead of considering the environment as one of many water management sub-sectors, IUCN's consultations led it to emphasize the crucial role of ecosystems as the basis of our life support systems, without which security cannot be achieved and sustained. The vision also proposes a plan of action to help us achieve the sustainable world we envision in 2025.
