While widely considered a core pillar of the peace and security architecture, Security Sector Reform (SSR) is coming under fire. SSR theory and practice are criticized for being overly focused on traditional conflict and post-conflict settings and for being unable to adjust to unconventional settings marked by chronic crime and terrorism. SSR tends to be disproportionately focused on national institutions and less amenable to engaging at the subnational scale. Drawing on the experiences of so-called ‘citizen security’ measures in cities across Latin America and the Caribbean, this paper offers some opportunities for renewing and revitalizing SSR. The emphasis of citizen security interventions on multiple forms of insecurity, data-driven and evidence-informed prevention, the promotion of social cohesion and efficacy and designing crime prevention into the social and built environment are all insights that can positively reinforce comprehensive SSR measures in the 21st century.

Security Sector Reform (SSR) is increasingly becoming a cornerstone in international security and development cooperation. Indeed, the concept has often been seen as a panacea for many of the biggest threats to the world such as failed states, terrorism and poverty. In particular, this book focuses on the complexities of implementation of SSR across the globe and the actual and potential role for the European Union (EU) to play in SSR. As suggested in the title of the book, this involves not only opportunities, but challenges to be overcome as well. There are three core themes to this book: Policy, Policies and Practice. By presenting the themes in this particular order a greater appreciation of the influences on the process of SSR, from conception to implementation is relayed to the reader. This volume appeals to audiences interested in the EU as a global actor and the interrelationships between foreign, security, defence and development policies.

Security sector reform is at the top of the Palestinian reform agenda. Palestinians want effective and accountable security forces that respond to their security needs. For them, security sector reform is also necessary to advance Palestinian state-building. However, many political organizations and socio-economic challenges make change slow and difficult. Donors sometimes seek to influence the reform process in a direction that serves their own interests and overlooks Palestinian needs. This book gives a voice to the Palestinians, the intended beneficiaries of security sector reform. Palestinian security experts and practitioners propose concrete changes in the legal framework, the structure of the security forces, the mechanisms for oversight and accountability, and the management of armed groups. By highlighting various entry-points for security sector reform, this collection of Palestinian perspectives is a contribution to a better understanding of Palestinian needs and of the dire

Master's Thesis from the year 2011 in the subject Politics - International Politics - Topic: Development Politics, grade: 1,7, University of Duisburg-Essen, course: Politikwissenschaften - Internationale Beziehungen und Entwicklungspolitik, language: English, abstract: The ambition of this thesis is to investigate the significance of gender issues for reforming the security sector. Further on it will be analyzed which gender-strategies are crucial for police reform and to which extent gender-sensitive police reform (GSPR) can contribute to a reduction of violence against women. The case study shall examine to which extent gender issues were integrated in GSPR in Sierra Leone. Based on these findings, this analysis will develop recommendations how gender can be integrated successfully into security sector reform. The theoretical part of this paper illustrates the concept of security sector reform and its meaning for peace-building and development. In addition, relevant dimensions and actors are introduced combined with the exemplification of influencing factors and potential obstacles. Afterwards the concept of gender is discussed, including its relevance for development cooperation as well as a description of gender-based violence and its consequences. The theoretical part concludes by merging these two concepts and illustrates the relevance and strategies of gender-sensitive police reform. The second part of this analysis focuses on gender and police reform in Sierra Leone. This chapter begins with a brief description of the civil war in Sierra Leone as well as the prevalence of gender-based violence. Afterwards the chapter analyses to which extent gender-sensitive strategies were integrated in police reform. The paper concludes with recommendations for further gender-sensitive strategies in the security sector and argues if effective police reform can reduce the emergence of gender-based violence.

The Global Promise of Federalism honours the life and work of Richard Simeon, one of Canada’s foremost experts on federalism. It features a group of distinguished scholars of federalism from Canada and abroad who take up some of the fundamental questions at the heart of both Simeon’s work and contemporary debates. Does federalism foster democracy? Can it help bring together divided societies? How do federations evolve and adapt to changing circumstances? In the course of answering these questions, the chapters in this collection offer a comparative perspective on the challenges and opportunities facing well-established federations such as Canada and Australia, as well as new federal and quasi-federal systems in Europe, Africa, and Asia. They examine the interplay between federal values, such as trust and mutual recognition, and institutional design; the challenges facing post-conflict federations; and the adaptability of federal systems in the face of changing social, economic, and cultural contexts.

"Security sector reform (SSR) is widely recognised as key to conflict prevention, peace-building, sustainable development and democratisation. SSR has gained most practical relevance in the context of post-conflict reconstruction of so-called failed states' and states emerging from violent internal or inter-state conflict. As this volume shows, almost all states need to reform their security sectors to a greater or lesser extent, according to the specific security, political and socio-economic contexts, as well as in response to the new security challenges resulting from globalisation and post-9/11 developments. Contributions from academics and practitioners elaborate on both the conceptual underpinnings and the practical realities of security sector reform and - a crucial aspect of post-conflict peace-building - security sector reconstruction. These threats include incompetent government, corruption, organized crime, insecure borders, smuggling, illegal migration, ethnic and religious conflict, and, of course, terrorism.

In Liberia and Sierra Leone, strategies to reform and reconstruct the security sector are focused on re-establishing the state's monopoly of force. However, little attention is given to the array of non-state actors that often play a major role in how individuals and communities experience security. This volume addresses this gap by applying a human security approach to security provision across these two contexts.
